AEP TEXAS POLICY
REGARDING CONVERSION OF MASTER-METERED RV PARKS
TO INDIVIDUALLY METERED SERVICE
At the request of the Park owner, master-metered service will be converted to individually metered service.
The following provisions will apply:
A. PAYMENT AND SIGNING OF THE CIAC AGREEMENT
Converting the Park’s master-metered service to individually metered spaces has a significant cost due to the
necessary modifications (construction requirement).
AEP Texas has invested in facilities to provide service to the Park through the existing master meter(s).
Termination of master metered points of delivery and converting the Park into individually metered spaces
will require AEP Texas to invest considerably more in its distribution system to serve load that it is
already serving through the master meter. Since the termination of the master meter(s) would result in no
new load being served by AEP Texas, the Park owner is responsible for 100% of the cost. The payment due
is referred to as a Contribution in Aid to Construction (CIAC), pursuant to AEP Texas Commission approved
Tariff 6.1.2.2.1 Facilities Extension Schedule.
AEP Texas will provide a CIAC Agreement to the Park owner which must be signed by the Park owner and AEP Texas.
The Agreement provides the details for the conversion based on the Park owner’s request, including the total
cost of the project (a one-time payment to AEP Texas), and the type of service to be installed which includes
poles/transformers, etc. Facilities installed by AEP Texas will remain the property of AEP Texas. The Park
owner must provide easements where needed. The cost provided in this Agreement will be valid for 90 days.
AEP Texas will not begin construction/ installation of the Facilities until full payment of the CIAC has been
received.
B. CONVERSION PROCESS
Due to construction, electrical system operation, right of way and safety issues, conversion of master-metered
lots will not be made on an individual lot basis. Individually metered service to each space will be provided
only through the termination of an entire existing master metered point of delivery and simultaneous conversion
of all of the spaces to individually metered services.
C. OBTAINING SERVICE FOR INDIVIDUALLY METERED SPACES
The Park owner will be responsible for contacting AEP Texas for the issuance of an ESI ID number for each
individual meter location. Each tenant will then need to contact a REP of their choice and make arrangements
to have the meter installed and service connected for their respective ESI ID. Meter installations will not
be scheduled until AEP Texas has received a move-in order from selected REP and an electrical inspection permit
release has been received, where required.
